The Pernem village panchayat in Goa has issued a provisional no-objection certificate (NOC) allowing the Sunburn electronic dance music (EDM) festival to be held within the village jurisdiction.

MAJORITY WINS

The decision to issue the provisional NOC was passed with a majority vote, with five members expressing support for the festival and four voting against the application filed by the event organisers.

LEGAL CHALLENGE

Although the VP has decided to approve the event, uncertainty persists as a PIL challenging the EDM is pending in the High Court, creating potential delays or complications for the festival's approval.

OPPOSITION CALLS

Members who voted against issuing the NOC are now calling for a special Gram Sabha meeting to give the villagers an opportunity to express their views directly on the matter.

They argue that since the panchayat held a special meeting to discuss the issue, it would be only fair to convene a Gram Sabha meeting to allow the community to clarify its stance.

BITTER DIVIDE

According to media reports, the local Gram Sabha had previously passed a resolution opposing the event, expressing concerns about its potential impact on the village.

LET THE VILLAGE VOTE

The opposing panchayat members are advocating for a new meeting with villagers to gauge whether the opposition remains strong or if there is support for the festival’s hosting in the village.
