Delay in installing Nagoa speed breakers proves fatal

GOACAN has expressed deep concern at the delay by the PWD in installing the speed breakers in Nagoa in Bardez Taluka, although a notification for the same was issued 8 months ago.

In a letter to Mamu Hage, IAS, District Magistrate North Goa, GOACAN has pointed out the non-implementation of the notification dated 18/07/2022, regarding speed breakers on the village road, within the jurisdiction of the Village Panchayat of Arpora-Nagoa, Bardez Taluka.

GOACAN has pointed out that the tragic accident that occurred near Holy Trinity Church, Nagoa, wherein John Trindade D'Souza, a 53-year-old resident of the village, was killed and his two children injured after his scooter was hit by a speeding car, must be treated as a wake-up call by the PWD officials.

It may be noted that the residents of Fuldem Vaddo, Nagoa, led by Savio Travasso, had petitioned the Village Panchayat of Arpora-Nagoa in April 2021 that speed breakers/rumble strips be installed to prevent accidents, and to ensure road safety and traffic management.

After the Village Panchayat of Arpora-Nagoa vide letter dated 27/07/2021 Ref No: VP/AN/2021-22/478 referred the matter to the deputy collector, Bardez, for further action and letter No DYSP/TRF/NORTH/895/2021 dated 23/09/2021 of the deputy superintendent of police, traffic, North, Altinho, Panaji, Goa and the letter No SDIII/WDXIII/PWD/RN/F27/21-22/150 dated 23/6/2022 of the assistant engineer, PWD, Mapusa, Goa, were submitted, the district magistrate issued the notification in July 2022.

The notification dated 18/07/2022 Ref: 23/6/2022/MAG/BAR/1527 to install speed breakers on the village road in the jurisdiction of the Village Panchayat of Arpora-Nagoa in Bardez has still not been implemented. The said notification was published in the Official Gazette Series Series III No 17 dated July 28, 2022, on pages 566 and 567.

Copies of the GOACAN letter have been sent to the chief secretary, transport secretary, the principal chief engineer PWD, the SP Traffic, the director of transport, the panchayats and the Civil Supplies and Consumer Affairs, the SP North, the Bardez BDO and the secretary of the Village Panchayat of Arpora-Nagoa.
